Create a rate policy definition. If the policy already exists, the policy will be updated with the new parameters. Note that the parameters not included in the request will be reset. The policy will be created as a dynamic policy, as opposed to a static policy configured through the CLI or the GUI. If a policy creation request is received and the policy name/name matches an already created static policy, then the request is ignored.
